The first two key fobs on any Ford vehicle have to be activated by someone with access to FDRS (Ford Diagnostic and Repair System). Any Ford dealer will have that system, as well as a handful of independent repair shops and locksmiths.
After the first two key fobs, you can program a third and a forth key yourself.
The key fob itself costs around $35 - $45. The cost of the key within the key fob varies. You can order the key from a dealership, or you can order a blank and have a locksmith cut it. The keys themselves are side-cut keys so it isn't something you'll be able to duplicate at a most hardware stores.
Total costs will probably land somewhere between $200 - $350. Depends largely on the cost of labor to reprogram the vehicle, so if you can combine it with other maintenance-type work (such as an oil change) you may be able to absorb some of that labor cost.
