I know it’s a long shot but if anyone replaces their painted carbonized gray flares, I would like to buy them.

Mine have picked up some scratches and shallow abrasions from road debris and trail obstacles. I wonder if the color is molded in, in such a way, that I could sand them smooth. Anybody have ideas on refinishing them?

I gather you are referring to the standard plastic flares. You could definitely sand them. The material should be the same all the way through. You will end up with a different texture though after sanding. You could always trying some vinyl or plastic restorer after sanding but would probably need to paint them. Maybe Linex?
